If it passed, New Jersey would have one of the [most progressive and comprehensive cannabis bills in the country](https://jerseydigs.com/new-jersey-cannabis-bill-advances-jersey-city-newark-paterson-elizabeth/), taking into account decriminalization, expungement of records for low-level offenders, and policies favoring women, minorities, and small businesses, as well as locations that are lower-income and have lower employment rates. Additional states that might legalize recreational usage this year [include Connecticut, Minnesota, and New Mexico, among others](https://www.forbes.com/sites/tomangell/2018/12/26/these-states-are-most-likely-to-legalize-marijuana-in-2019/#3b52121a5add).
